Here\'s a wee incident that underscores how clueless and irresponsible the Greek government has become.The bulk of attendees at this confab were business and financial executives who are either Greek emigrants or of Greek descent. They went to Athens to size up investment opportunities and offer suggestions on how to bring the failed Greek economy back to life. These executives manage corporate and financial *censored*ets in the tens of billions of dollars. Yet the government acted as if they weren\'t there. Sure, it was teetering, but you\'d think that some top ministers—or at least their high-level representatives—might have found a few minutes to make contact with these influential executives and entrepreneurs. The Bank has accumulated extensive experience on property rights regularization, cadastres and property registries modernization programs. One of the common elements of these reforms is that they show the need of new legal, regulatory and organizational frameworks, to promote behavioral change within existing institutions and generate positive performance at the local level, through formal establishment of practices and rules.This institutional strengthening processes has started in various countries, with Bank support, and has provided significant experiences on the type of institutions that facilitate access to property rights of critical *censored*ets (in particular, immovable property), and the intensive use of such property rights in the market economy. Specifically in LAC, the Bank and other development partners (IDB, USAID, Denmark, Germany, Switzerland) have been very active in financing investment projects for titling, registries and cadastres. Most of these projects have dealt with critical institutional development issues like the modernization of the relevant organizations at the national and sub-national levels; the improvement of the legal and regulatory framework to respond to the practices and rules that govern the informal allocation and use of land; the reengineering of titling, registry and cadastre processes to adjust them to the demand for massive regularization of land and houses; the implementation of change management strategies to set new incentives aimed at changing the way bureaucracies and citizens approach the land and housing regularization processes, among other institutional reforms. This wealth of experience has to be systematically reviewed and articulated into a coherent framework, to fill a knowledge gap and bring together the experience of other development practitioners with that of Bank staff.Market economy institutions can be improved by identifying the most effective operational and practical approaches to address the challenges identified in the WDR 08 “Economic Geography” and the UN “Legal Empowerment for the Poor” in specifically two areas:•Legal, Regulatory and organizational reforms for efficient property rights allocation in urban settings.•Good practices on Legal Institution – building a modern property rights systems in LCR.I would encourage Ms. Panaritis to pursue her ground-breaking work around these topics that have a promise of social inclusion for millions of LAC citizens.Regards,David

they will cross check with Hotel.After long deliberations she ianflly said that the concerned peson who did booking had leftthe hotel job and now I can be given alternate hotel.I had specially booked this hotel which is right on beach after paying so much money but I was offeredan alternate hotel in the city of Panjim from where to reach beach it takes around than 45-60 minutes and also the fun of staying on beach of my family waslost.Any ways I made the compromise and settled in new hotel in Panjim.But on 28th when I checked in new Hotel Royal PArk Beach Resort I was stunned to see the state of so called 3 star hotel.The hotel was no where near the mentioned status while selling the package.Hotel quality was totally low grade. It better matched a 3rd cl*censored* sub standard small town inn with dug up entrance,cheaply done up reception area,stinking rooms & bathrooms,burnt curtains,inferior furniture,ongoing contruction next to my room,dilapidated bathrooms fixtures,dirty floor,dirty and humid bed linens and overall bad feeling.[I have proof of all photographs]I immediately informed make my trip' of state of the hotel and wanted alternate hotel but make my trip' kept on telling me to wait and they will look into it.Since my chlid was sick and immediately needed rest I had no option but to check in at this Hotel.Simultaneously I kept on calling Makemytrip for hours but tono avail.This wasted an entire day.Finally I arranged a new genuine 4 Star Hotel Room Rent for which was Rs. 5500/- per night( much below Rs. 7211/- for thishotel booked by Make my trip).I informed MakeMy Trip on 28th Jan 2012 to cancel my reservation and refund me entire money.Also sent a mail to them in this regard.I am still wating for positive response from them but I am least hopeful of getting it.So now I am approaching court to get my dues and compensation.Arvinder
